This roundtable will gather academics in Singapore to discuss the proposed amendments to the law governing Registered Designs in Singapore and to solicit constructive comments on the reform of the regime. As the Consultation Paper states, Singapore aspires to be a global city for design creativity. Thus design protection is critical in Singapore’s move towards a knowledge-based economy. Design protection, like other forms of intellectual property rights, aims to encourage innovation by granting rights owners a right to exclude the use of their designs in return for disclosing and releasing those designs for public use after the granted period of protection.
The Ministry of Law and the Intellectual Property Office of Singapore are reviewing the existing Registered Designs law in order to ensure the law continues to meet the needs of designers, businesses and the society. The proposed changes are categorized into five areas, namely (1) scope of protection; (2) substantive examination; (3) formalities and operational issues; (4) infringement and enforcement; (5) utility model protection.
This roundtable will discuss the legislative proposal and facilitate a conversation among academics as part of the publication consultation process for the text of the proposed amendments which can be found at http://www.ipos.gov.sg/AboutIP/IPLegislation/PublicConsultations.aspx.
