Post-Secondary Education Account (PSEA) Scheme

The Post-Secondary Education Scheme was announced in 2007 with the objective to help parents save for their children’s post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child. This is part of the Government’s efforts to encourage every Singaporean to complete his post-secondary education. It also underscores the Government’s commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future. PSEA is not a bank account. It is administered by the Ministry of Education and is opened automatically for all eligible Singaporeans. The PSEA Scheme allows students to utilize their own or their siblings' PSEA funds up to a maximum of three siblings and subjected to MOE's approval.

Application Process

You are to apply online using the Ad Hoc Application For Use Of Post Secondary Education Account form for each of the term you wish to utilise your available PSEA funds for payment towards tuition fees, annual miscellaneous fees or enrichment programmes that are approved and endorsed by the University.  One application form must be submitted for each specific withdrawal. The ad hoc withdrawal application offers you greater flexibility in allocating the use of your available funds given that the exact amount to be withdrawn has to be indicated.  As each withdrawal application is for a specific purpose (ie an ad hoc withdrawal application is good for one-time only), you will have to submit a new application for a subsequent withdrawal.

To apply, please follow the steps indicated below :  

1) Contact Customer Service of PSEA at 6260 0777 to enquire on your available PSEA funds. 
    You are to ensure that you have sufficient funds to use or risk rejection of your application.

2) Go to : OASIS>Finance & Admin>Fee Matters & Financial Assistance Schemes>Schemes & Obligations> Apply for Finance Aid (located at the end of the page)

3) Select : Financial Aid Type = Grant
                   Financial Aid Form = PSEA AD-HOC APPLICATION FORM

4) Complete the required fields online before downloading the Application form for printing.

5) Append the relevant signature (in Blue ink) on the hardcopy Application form.

6) Submit your signed original completed form to Office of Finance through one of the following drop boxes: 
    a) Student Service Hub (opp Dental @ UNI)

    b) Level 1, SMU Administration Building (to the left of the main entrance)

For programme reimbursements, the completed hardcopy Online Ad Hoc Application form must be submitted to reach the Office of Finance within a month from date of completion of programme, failing which the claim will not be processed by MOE.

All PSEA withdrawal applications, are subject to approval by the Office of Finance.
