Centre for Silver Security
 

The Centre for Silver Security (CSS) aims to be a premier research centre that focuses on retirement security, insurance and pension systems. The centre's primary goals are:

  • Initiate, conduct and disseminate high quality research on the full spectrum of issues related to retirement security in ageing populations of Singapore and Asian countries
  • Provide a platform for exhange of ideas in retirement security between academics, policy-makers and practitioners.

The Centre is co-directed by Professors Benedict Koh (SMU) and Olivia Mitchell (Wharton School at University of Pennsylvania). The Centre also involves John Piggott (UNSW), Michael Orszag (Watson Wyatt), Todd Groom (IMF), Joelle Fong (Wharton School), and Fong Wai Mun (NUS)

CSS researchers recently have completed working papers on longevity risk and compulsory annuitsation for decumulation of retirement savings in Singapore and on collective investments for pension saving in Singapore's CPF scheme. Recent research publications deal with the cost structure in the CPF defined contribution and on investment patterns in the CPF system. Ongoing research in CSS covers the following topcis:

  • Performance of CPFIS professionally managed funds
  • Mandatory Life Annuities
  • Financial products and markets for the silver industry
  • Behavioural finance and retirement security
  • Market for micro and macro insurance risks
  • Health and retirement study in Singapore
  • Long-term care insurance in Asia

In November 2008, CSS organised a symposium on "The Future of Silver Security: Coping with Crisis and Uncertainty." Roundtable discussions with policymakers and industry players were part of the highlights of the symposium. CSS plans to hold a conference and roundtable discussion on hedging longevity risk in November 2009.
