Centre for Silver Security

The Centre for Silver Security (CSS) was set up in November 2008. It is directed by Professor Benedict Koh from the Singapore Management University. CSS aims to be a premier research centre focusing on retirement security, insurance and pension systems.

The centre's primary goals are to:

  • initiate, conduct and disseminate high quality research on the full spectrum of issues related to retirement security in ageing populations of Singapore and Asian countries;
  • provide a platform for academics, policy-makers and practitioners to exchange of ideas and views on retirement security.

In the initial years of its operations, CSS will focus its attention on the following research areas:

  • Financial Products and markets for the Silver Industry
  • Longevity Risk Management
  • Mandatory Life Annuities
  • Performance of CPFIS professionally-managed funds
  • Behavioural Finance and Retirement Security
  • Health and Retirement Study in Singapore
  • Long-term care insurance in Asia

Since its inception, CSS has organized two major conferences focusing on retirement security in the aftermath of the global financial crisis in 2008 and the management of longevity risk in 2009. The centre has also facilitated several industry roundtables and published industry-oriented papers in internationally recognized peered reviewed journals.

Some of the centre's research findings were presented to government ministers such as Lim Boon Heng and Heng Chee How as well as to senior government officials from the Ministry of Community, Youth and Sports, Ministry of Manpower, Central Provident Fund (CPF) and Monetary Authority of Singapore (MAS) as well as the Ministerial Committee on Aging Issues.
